Port of San Diego Appoints Mark Stainbrook as Vice President of Public Safety/Harbor Police Chief

hpd chief mark stainbrook 2018The Port of San Diego is pleased to name Mark Stainbrook as its new Vice President of Public Safety/Harbor Police Chief, effective March 1, 2018.

Stainbrook has been serving in this role an acting capacity since October 2017 and previously served in an acting role for a year. He has been with the Department since November 2011.

As Vice President of Public Safety/ Harbor Police Chief, Stainbrook will oversee the Port of San Diego’s Harbor Police Department, Homeland Security and all Port security aspects. 

“Mark Stainbrook has helped build the great team we have at the Harbor Police Department, and I am confident that our Port Public Safety team will continue to excel under his leadership, work ethic and excellent relationships with our law enforcement community,” said Randa Coniglio, the Port’s President/Chief Executive Officer. “We are all very proud of our Harbor Police and I look forward to continuing our department’s progression to a 21st Century law enforcement agency under Chief Stainbrook.”   

“I am honored to be appointed to the position of Vice President of Public Safety/Harbor Police Chief for the Port of San Diego,” said Stainbrook. “The Harbor Police Department represents the best of the best and we make an important contribution to regional public safety. Our vessels, K-9 officers, tactical team and dive team are valued as regional assets.  We will be continuing to enhance our regional partnerships at the local, state and federal levels.”

Stainbrook has been a Port employee for six years. Mark retired as a lieutenant from the Los Angeles Police Department, where he served in a variety of assignments including patrol, gangs, internal affairs, intelligence and counter-terrorism. Mark is a graduate of the FBI National Academy. In his second career, he is a Lieutenant Colonel in the United States Marine Corps Reserve with 31 years of military service. Mark graduated with honors from California State University Long Beach with a Master’s Degree in Public Policy Administration.  In 2007, Mark was a US-UK Fulbright Fellow at Leeds University in the Religious and Theology Department and was seconded to the West Yorkshire Police Force.

Mark has worked with the U.S. State Department in Kenya, Chad, Nepal and India to train their police forces on counter-terrorism, criminal intelligence and community policing methods. Mark joined the Potomac Institute for Policy Studies as a Senior Fellow in June 2016.
